Annually, the Village of Northbrook proactively reviews the condition of our asphalt streets, and updates our recommended five-year Asphalt Street Rehabilitation Program. Asphalt streets are selected for rehabilitation based on a computerized pavement management system (IMS), a thorough review of the condition of the pavement surface/base conditions by Public Works staff, pavement condition in relation to the adjacent streets, timing to select and complete the most cost effective rehabilitation measure and coordination with other Village infrastructure projects. This program is funded with proceeds from bond sales and Motor Fuel Tax (MFT) funds distributed to us by the State of Illinois.
Asphalt roadways are assessed on a 5 point rating scale with 1 being the worst and 5 being the best. The system is designated as follows:
- Poor - Road surface and sections of road base are failing
- Many Failures - Large potholes form. Beginning signs of base failures is evident.
- Limited Failures - Cracking of pavement along curb line. Small potholes beginning to form.
- Good - Road surface has small spider cracking at the curb line, no significant or obvious deficiencies in the roadway.
- Like New - Road surface and base are in good condition. Road has been recently resurfaced or pavement is not exhibiting signs of spider cracking.
Project Locations & Timeline
The Village’s 2017 asphalt street patching and rehabilitation program will start with asphalt street patching at various locations in the Village, followed by asphalt street rehabilitation (grinding and resurfacing of roads) in mid-May and the second phase of asphalt street rehabilitation in October. Performing this select patching is a cost-effective way to extend the useful life of streets by dealing with localized failures before they compromise more of the roadway.
The streets included in the Asphalt Street Rehabilitation Program for 2017 are Greenacre Drive, Noble Court, Kingsport Court, Maple Avenue, Illinois Road, Royal Drive, Oak Avenue, and the Village’s Fire Lane at Fire Station 11.
The rehabilitation program is expected to begin in mid-May, with Greenacre Drive, Noble Court, Kingsport Court, Maple Avenue and the Fire Lane. Illinois Road, Royal Drive and Oak Avenue work will begin in early October.
Current Project Update
January 12, 2018
This week, the Village’s sewer lining contractor notified staff that it anticipates completing the lining of the final two segments of sewer for this project on Monday, January 22 and Tuesday, January 23, weather permitting. This work will occur on the 2400 block of Illinois Road and the 2100 block of Oak Avenue. Staff delivered notices to all impacted residents today (Friday, January 12) and will issue a second notice prior to work beginning.
Previous Project Updates
December 8, 2017 - Project Complete Until January 2018This week, the Village’s contractor finished installing six of the eight sections of sanitary sewer structural lining on Oak Avenue and Illinois Road. The remaining two sections did not install properly, so the contractor has re-ordered the sleeves and will finish installation in late December or January. Notices to affected residents will be delivered a week before the work is to begin and again the day before homes are impacted.
This week, the Village’s contractor completed lining approximately 2,000 linear feet of sanitary sewer located along Oak Avenue and Illinois Road. Next week, crews will complete any lining in the area.
December 1, 2017
This week, the Village’s contractor finished paving the final layer of asphalt, as well as any impacted driveway aprons. Next week, crews will focus on completing restoration needed in the area. Beginning on Monday, November 27, the Village’s sewer lining contractor will begin lining the sanitary sewer mains on Oak and Illinois. This work will take about eight business days and begin at 7 a.m. and be finished no later than midnight each day. Notices to affected residents will be delivered this week and again the day before work begins.
November 17, 2017
This week, the Village’s contractor raised the manhole frames to the proper elevation and performed some clean-up operations. Next week, the contractor will finish paving the final layer of asphalt and driveway aprons.

This week, the Village’s contractor paved the first layer of asphalt and started raising the manhole frames to the proper elevation. Next week, the contractor will finish raising the manhole frames and pave the final layer of asphalt.
November 3, 2017
This week, the Village’s contractor started milling the asphalt pavement. Next week the contractor will start asphalt patches and the first lift of pavement. After this work is complete, the contractor will be lining sanitary sewers on these roads.
October 27, 2017
This week, the Village’s contractor completed sidewalk installation and curb and gutter replacement. The contractor adjusted the manholes in the road in preparation for the asphalt pavement milling, which will begin next week.
October 21, 2017
This week, the Village’s contractor completed sidewalk removal and began curb and gutter removal and replacement, which will be completed early next week. Hot mix asphalt milling and paving will begin in the near future.
October 13, 2017 - Phase II Begins
The Village’s contractor completed paving Noble Court, Greenacre Drive, Kingsport Court and Maple Avenue. This week, the contractor began working on punch list items that are scheduled for completion next week. This fall, the contractor will begin the second phase of work, which includes Illinois Road, Oak Avenue and the Village’s emergency fire road.

This week, the contractor finished grinding the asphalt pavement and base patching on Noble Court, Greenacre Drive, Kingsport Court and Maple Avenue. Next week, asphalt paving begins. The paving is expected to take approximately one week to complete.
May 26, 2017
As part of the larger 2017 asphalt street rehabilitation program, the Village’s contractor completed curb removal, replacement and associated restoration work this week. Next week, grinding on Greenacre Drive, Noble Court, Kingsport Court and Maple Avenue will take place with the remaining street patching to be completed. The streets impacted by the patching are Pamella Lane, Phyllis Road, Bermuda Dunes Place, Palm Canyon Drive, Raintree Lane and Sunburst Lane. Patching on each individual street will take one day to complete.
May 19, 2017
The Village’s contractor has completed curb removal and replacement on Greenacre Drive, Kingsport Court and on the north side of Maple Avenue. Next week, the contractor will be cleaning up and backfilling behind the new curbs and will begin removing curbs on the south side of Maple Avenue.
May 12, 2017
Phase one of the Village’s 2017 program consists of resurfacing work on Greenacre Drive, Noble Court, Kingsport Court and Maple Avenue. On Monday, May 15, saw cutting, curb removal and replacement, and structure adjustments will begin. Residents whose driveways will be impacted by the work were notified via letter earlier this week.

Phase one of the Village’s 2017 program will begin during the week of Monday, May 15, with resurfacing work on Greenacre Drive, Noble Court, Kingsport Court and Maple Avenue. Phase two of the resurfacing program, which begins in the fall, will focus on Illinois Road, Royal Drive and Oak Avenue.
The remaining street patching portion of the program will begin the week of Monday, May 15. The streets that will be patched are Pamella Lane, Phyllis Road, Bermuda Dunes Place, Palm Canyon Drive, Raintree Lane and Sunburst Lane. Patching on each individual street will take 1 day to complete.
April 28, 2017
This week, the Village’s contractor completed patches on Spenser Court, Pheasant Creek Drive, and Wilshire Lane. These patches address localized failures on roadways that otherwise are in good shape in order to prolong their life until it is time for the entire roadway to be resurfaced. The contractor will begin the initial phase of the resurfacing program during the week of Monday, May 15 beginning on Noble Court and continuing on to Greenacre Drive, Kingsport Court and Maple Avenue. Simultaneous to the resurfacing program, crews will complete the remaining patches.
April 21, 2017
The Village’s 2017 asphalt street patching and rehabilitation program began this week with asphalt patching. Patching was completed on Woodlawn Road (between Penfold Place and Shermer Road); Maple Avenue (at the intersection with Briarwood Lane), and Shermer Road (between Techny Road and Willow Road). The patching is anticipated to be completed by Monday, April 24. Following the completion of the patching, full roadway asphalt rehabilitation will begin on streets identified for this year’s program. This work is scheduled to start in mid-May.
