Project Description


The Village of Northbrook proactively reviews the condition of our utility systems, water and sewers, on an annual basis and updates our recommended five-year Capital Improvement Plan. The existing cast iron 6-inch diameter water mains found in this area will be replaced with 8-inch mains to accommodate the increased volume needed by the community, to ensure sufficient water flow if needed by the Fire Department in the case of an emergency, and due to its deteriorated condition.

Water mains are scheduled for replacement on Oak Avenue (between Maple Avenue and Cedar Lane), Illinois Road (between Royal Drive and Cedar Lane) and Royal Drive.

Current Project Update


October 6, 2017


This week, the Village’s contractor focused on closing out the water main replacement project and beginning the road-resurfacing project. As part of closing the water main project, crews placed sod and began closing out the final punch list items in anticipation of finishing work next week. Simultaneously, for the road project, crews began curb and gutter removal and some initial replacements, which will continue into next week. Hot mix asphalt milling and paving will begin later this month. Please note: This will be the final update for this project. September 29, 2017

This week, the Village’s contractor continued parkway and sidewalk restoration work and will continue with final punch list items next week. With the water main substantially completed, the Village’s asphalt contractor will also begin reconstruction work next week. A construction notice providing a rough timeline and sequence of events for the street resurfacing project was mailed to all impacted residents on Royal Drive, Illinois Road and Oak Avenue. The repaving of these streets should be substantially completed by the end of October, weather permitting


September 22, 2017

This week, crews poured concrete pavement and driveway aprons on the northern side of Illinois Road. They also finished placing asphalt for the water main trench and asphalt driveways and patching on sections of Oak Avenue and Illinois. Next week, these crews will complete seeding and other restoration work at the site.

Staff anticipates that the contractor will begin resurfacing asphalt portions of Illinois, Oak, Royal Drive and the 2600-2700 blocks of Maple Avenue, during the week of Monday, October 8. This work will include grinding of the asphalt road surface and paving it with new asphalt. 



September 15, 2017

This week, the Village’s contractor completed concrete pouring on the north half of Illinois Road between Penfold Place and Cedar Lane. Next week, the contractor will complete the patching of asphalt trenches within the roadway where water main was installed and install asphalt driveway aprons on Illinois and Oak Avenue.



September 8, 2017

This week, the contractor completed pouring concrete pavement on the south side of Illinois Road, between Penfold Place and Cedar Lane. Next week, the contractor will pour concrete pavement on the north side of Illinois Road between Penfold Place and Cedar Lane and complete the patching of asphalt trenches on Illinois between Wescott Road and Penfold. 



September 1, 2017

This week, the contractor removed and placed new concrete pavement on the south half of Oak Avenue, between 2200 Oak and Cedar Lane. Next week, concrete pavement restoration work will begin on the south half of Illinois Road, between Penfold Place and Cedar. The contractor will also complete asphalt trench patches on Illinois, between Wescott and Penfold, and continue to restore the parkways with topsoil and seed.



August 25, 2017

This week, crews continued installing new water service lines along Illinois Road, between Penfold Place and Cedar Lane. Work also continued on Oak Avenue, where crews began roadway rehabilitation. During this work, crews will close the eastbound lane of the 2100 block of Oak Avenue during the construction hours of 7:00 a.m. to 6:00 p.m. A detour will be in place until further notice. Next week, crews will focus on completing water main connections and begin concrete removal on Illinois between Penfold and Cedar.

August 18, 2017

This week,crews continued installing new water services along Illinois Road and Oak Avenue and placed a new valve and water main at the intersection of Oak and Cedar Lane. Next week, the contractor will continue installations on Illinois Road.

August 11, 2017
This week, the Village’s contractor completed installing the new water main for this project and focused on installing service connections for Oak Avenue between Briarwood and Cedar Lanes. Crews also continued chlorination and water sampling on previously installed services and placing asphalt on the trenches used to place the new main. Next week, crews will continue installing new water services on Oak Avenue, as well as Illinois Road between Western Avenue and Cedar Lane.


August 4, 2017

This week, the Village’s contractor continued with water service installation on Illinois Road between Wescott and Western Avenue. A second crew continued installing 8-inch water main on Illinois Road between Western Avenue and Penfold Place. Water sampling will also be done this week on Illinois between Western and Penfold. Next week, contractor crews will continue installing water service lines on Illinois between Western Avenue and Cedar Lane. A second crew will continue on installing 8” water main on Illinois Road between Western Avenue and Cedar Lane.


July 28, 2017

Crews continued working on multiple portions of this project and focused on installing water service lines on Oak Avenue, placing the new 8-inch water main on Illinois Road and repaving the area where main has already been installed on Illinois. Next week, crews will continue with water service installation on Oak, between Western Avenue and Cedar Lane. A second crew will continue working on installing 8-inch water main on Illinois Road, between Western Avenue and Cedar Lane. 


July 21, 2017

This week, contractor crews continued with water service installation on Oak Avenue between Wescott Road and Western Avenue. A second crew also began installing 8-inch water main on Illinois Road between Western and Penfold Place and pressure testing previously installed parts of the main. Additionally, a third crew is onsite to pour concrete curb & gutter, sidewalk, and driveway aprons. Next week, crews will continue with water service installation on Oak Avenue between Western and Cedar Lane. A second crew will continue working on installing 8-inch water main on Illinois between Western and Cedar.


July 14, 2017

This week, the Village’s contractor continued with water service installation on Oak Avenue between Maple Avenue and Wescott Road and on Illinois Road between Royal Drive and Wescott Road. Crews also installed an 8-inch water main with 16-inch PVC casting at the intersection of Western Avenue and Illinois. Pressure testing was also completed and passed on Illinois Road between Wescott and Western.

Next week, crews will continue with water service installation on Oak Avenue between Wescott and Western. A second crew will be working on installing an 8-inch water main on Illinois Road between Western and Cedar Lane.



July 7, 2017

This week, the Village’s contractor continued the installation of water services on Oak Avenue between Maple Avenue and Wescott Road as well as on Illinois Road between Royal Drive and Wescott Road. This work will continue next week. 


June 30, 2017

This week, the Village’s contractor began the installation of water services for homes on Oak Avenue at Maple Avenue and continued working east. A second crew also began water service installation on Illinois Road at Royal Drive working their way east. This work will continue for the next two weeks.


June 23, 2017

This week, the Village’s contractor continued installing 8-inch water main and fire hydrants on Oak Avenue between Briarwood Lane and Cedar Lane. Crews also completed pressure testing and chlorination of the new main installed between Maple and Western Avenues.

Next week, crews will begin installing water services on Oak between Maple and Western. A second crew will continue with water main installation on Illinois Road, between Western and Cedar.



June 16, 2017


This week, the contractor continued work with the installation of 8-inch water main on Oak Avenue between Western Avenue and Cedar Lane. This work included installing water main as well as valve vaults and fire hydrants. The contractor also began the pressure testing and chlorination process on Oak Avenue, between Maple Avenue and Wescott Road. Next week, the contractor will begin installing water services on Oak Avenue, between Maple and Western Avenues, as well as installing new water main on Illinois Road, between Western Avenue and Cedar Lane.

The Village’s contractor continued with trench excavation and 8-inch water main installation in the 2300 block of Oak Avenue and in the 2400 block of Illinois Road This work includes installing 8-inch diameter water main, valve vaults and fire hydrants, as well as pressure testing new water mains. Next week, the contractor will continue with trench excavation and water main pipe and valve vault installation along Oak Avenue, between Western Avenue and Cedar Lane.

This week, the Village’s contractor continued with trench excavation and 8-inch water main installation in the 2500 block of Oak Avenue and the 2600 block of Illinois Road. Next week, the contractor will continue with trench excavation, water main pipe installation, as well as valve vault installation along Oak Avenue and Illinois Road working east towards Western Avenue.

The Village’s contractor continued trench excavation and water main installation on Oak Avenue and Illinois Road. This work included installing 8-inch water main pipe, as well as valve vaults at these locations. Next week, the contractor will continue trench excavation, water main pipe installation, as well as valve vault installation along Oak Avenue and Illinois Road. The contractor is currently working on the 2500 block of Oak Avenue and the 2600 block of Illinois Road and future work will continue to proceed east towards Western Avenue.

The Village’s contractor began trench excavation and water main installation on Oak Avenue and Royal Drive. The work includes connecting to the existing water main, installing 8-inch water main pipe, as well as a valve vault at this location. Next week, crews will continue with trench excavation, water main pipe installation, as well as valve vault installation along Oak Avenue heading east towards Western Avenue.

May 12, 2017


This week, the contractor began mobilizing equipment and materials. On Monday, May 15, construction operations are scheduled to begin with saw cutting and roadway excavation at the Oak Avenue and Maple Avenue intersection.

May 5, 2017


At the Tuesday, April 25, Village Board meeting, the Village Board awarded the Oak Avenue and Illinois Road Water Main Improvement contract to A Lamp Concrete Contractors. The Public Works Department mailed letters to all potentially impacted residents regarding this project last week. Staff anticipates that work will begin with site layout during the week of Monday, May 8. The contractor will also begin installing tree protection fencing in anticipated work sections, completing tree limb and root pruning and saw cutting of pavement shortly after layout has been completed.
