Project Description
Annually, the Village of Northbrook proactively reviews the condition of our asphalt streets, and updates our recommended five-year Asphalt Street Rehabilitation Program. Asphalt streets are selected for rehabilitation based on a computerized pavement management system (IMS), a thorough review of the condition of the pavement surface/base conditions by Public Works staff, pavement condition in relation to the adjacent streets, timing to select and complete the most cost effective rehabilitation measure and coordination with other Village infrastructure projects. This program is funded with proceeds from bond sales and Motor Fuel Tax (MFT) funds distributed to us by the State of Illinois.
Asphalt roadways are assessed on a 5 point rating scale with 1 being the worst and 5 being the best. The system is designated as follows:
- Poor - Road surface and sections of road base are failing
- Many Failures - Large potholes form. Beginning signs of base failures is evident.
- Limited Failures - Cracking of pavement along curb line. Small potholes beginning to form.
- Good - Road surface has small spider cracking at the curb line, no significant or obvious deficiencies in the roadway.
- Like New - Road surface and base are in good condition. Road has been recently resurfaced or pavement is not exhibiting signs of spider cracking.
Project Locations & Timeline
The Village’s 2020 asphalt street patching and rehabilitation program will start with asphalt street patching at various locations in the Village, followed by asphalt street rehabilitation (grinding and resurfacing of roads) and paving during the summer. Performing this select patching is a cost-effective way to extend the useful life of streets by dealing with localized failures before they compromise more of the roadway.

This year's program will focus on resurfacing sections of Brentwood Lane, Church Street, Illinois Road, Maple Avenue and Palm Lane as well as the entirety of Carol Court, Pheasant Creek Road (Village-owned sections), Ridgewood Drive, Sunset Lane and Sycamore Lane. On Tuesday, May 12, the Village Board approved Resolution 2020-53 awarding the contract for this project to Schroeder Asphalt Services.

August 21, 2020
As of today, this project is substantially complete. The Village thanks local residents for their patience and cooperation.
July 7, 2020
On Tuesday, July 7, the Village received notice that paving work will begin on Friday, July 10 and continue into Saturday, July 11. More information will posted as it becomes available.
July 2, 2020
On Wednesday, July 8, beginning at 7 a.m., the Village's contractor will begin constructing the first layer of asphalt on all the streets included in this year's program, weather permitting. This work is expected to take two days with the final layer of asphalt being paved the week of Monday, July 13. Please note that prior to paving, the contractor will place a layer of liquid tack coat (commonly known as "oil") on the streets. The Contractor will place "Fresh Oil" signs as part of this and residents are cautioned to drive slowly on this oil to minimize any potential splash from the oil onto your vehicle. The Village will post regular updates during this asphalt work to notify residents of progress.
June 22, 2020
This week, the Contractor will complete all concrete curb and gutter repairs and begin grinding operations on all streets included in the program. No parking notices will be posted a day or two before the asphalt surface removal work is to begin. Expect minor delays while trying to drive around the asphalt surface removal operations but the street will remain open to traffic during the work. This schedule is weather dependent and subject to change.
June 12, 2020
On Monday, June 15, the Village's contractor will begin saw-cutting concrete curbs, sidewalk and utility structures on Palm Lane, Carol Court and Sycamore Lane in preparation for surface milling. These structures will be restored as part of this project.
June 11, 2020 - Work to Begin
The Village has received noticed that the Contractor intends to begin work on the 2020 project during the week of Monday, June 15. More information will shared via NotifyMe when it is available.
May 13, 2020 - Contract Awarded
On Tuesday, May 13, the Village Board approved Resolution 2020-53, which awarded this contract to Schroeder Asphalt Services. Construction notices were mailed on the same day.
January 27, 2020 - Work Announcement
The 2020 program is tentatively scheduled to begin in May 2020. More details will be announced in April 2020.
