The Illinois Department of Commerce & Economic Opportunity (DCEO) released Phase 4 guidelines for residents and businesses. All Illinois regions advanced into Phase 4 of Restore Illinois on June 26.
Phase 4 permits gatherings of 50 or fewer with proper physical distancing. Indoor facilities for industries such as dining, entertainment, and health/fitness may reopen with strict public health and safety guidelines in place. Phase 4 Industry Guidelines
The DCEO has released specific guidelines for industries to resume or expand operations. Click here for a full list of industries and an overview of the guidelines.
All Industries
- All employees who can work from home should continue to do so.
- Continue to wear a face covering that covers your nose and mouth, maintain a physical distance of 6 feet, and frequently wash hands.
- Continue employee health screenings upon entry into the workplace.
- Follow guidelines on capacity limits and group sizes, which will be continually reassessed throughout Phase 4.
Health & Fitness Activities
- Capacity is limited to no more than 50% occupancy in place.
- Classes are limited to 50 individuals or fewer with 6 feet of physical distance between individuals; multiple exercise groups are permitted if there is space to keep proper physical distance and if the facility can limit interaction between groups.
- Workout stations and equipment should be 6 feet apart without barriers or 3 feet apart with impermeable barriers in between.
- Sanitize equipment before and after each individual use and sanitize locker rooms and showers at least every hour.
- Employees should monitor physical distancing and equipment sanitization.
- Members should wear a face covering over their nose and mouth whenever not exercising.
Meetings & Social Events
- Capacity is limited to groups of 50 or fewer, or 50% of facility capacity, with physical distancing measures in place.
- Multiple groups may meet in the same facility if they are physically distanced and in separate rooms.
- Groups should be static for duration of meeting or event.
- Dance floors should remain closed.
- Food service should follow the guidelines for "Restaurants and Bars."
Restaurants & Bars
- Indoor dining and drinking is permitted for groups of 10 or fewer with physical distancing in place.
- Tables should be arranged to allow 6 feet in between groups. Impermeable barriers may be installed between booths that are less than 6 feet apart.
- Standing areas in restaurants or bars should be limited to no more than 25% of standing area capacity.
- Face coverings are required for all guests, except while eating or drinking.
- Self-service beverage stations, buffets, and self-service food stations are permitted with safety guidelines in place.
Phase 4 Physical Distancing Guidelines
Practicing physical distancing is crucial to preventing further spread of COVID-19. As Phase 4 permits group activities and gatherings of 50 or fewer, physical distancing is as important as ever. Guidelines include the following:
- Maintain a 6-foot distance from individuals outside your household.
- Wear a face covering when out in public, except while exercising or dining with proper physical distancing.
- Wash your hands for 20 seconds with soap and water, or use hand sanitizer, frequently and before touching your face.
- Disinfect frequently used surfaces and follow sanitizing protocols for shared equipment.
