February 10, 2026, 6:00 p.m. Meeting

Highlights of action taken include:

• Amended Chapter 4 of the Northbrook Municipal Code to create a new class of liquor license for self-service establishments. 
• Approved an Intergovernmental Agreement (IGA) between the Village and District 225 for School Resource Officer services. The current IGA was approved in January 2005 and is being updated to reflect current statute.
• Approved a Special Permit for a child day care facility at 2750 Dundee Road, located in the Dunbrook Shopping Center.
• Reviewed background information related to the Shermer-Walters Public Forum to include current rules for signs / displays at the Public Forum, Federal law, and possible alternative Village rules / uses for the property. There was no action by the Board to implement a temporary moratorium on sign / display reservations at the Shermer-Walters Public Forum. Additional input will be sought from the public regarding the Shermer-Walters Public Forum during the next 90-120 days.   
• Approved a special 125^th Anniversary Village Logo to be used on various platforms including social media, the Village website, signage, and official communications from the Village throughout calendar year 2026.

January 27, 2026, 7:30 p.m. Meeting

Highlights of action taken include:

• The Oath of Office was taken by newly hired Firefighter/Paramedics Thomas Moran, Maxwell Oberman, Daniel Birch, Jack Moran, Logan Goessele, and Alexander Becker.
• Presented a Proclamation Recognizing January 27, 2026 as Holocaust Remembrance Day.
• Confirmed approval for the purchase of additional rock salt for roadway de-icing following several snow and ice events this season. 
• Approved the renewal of the Village’s membership to the Northeastern Illinois Public Safety Training Academy (NIPSTA). NIPSTA provides cost-effective training opportunities for the Police, Fire, and Public Works departments.
• Approved an economic incentive agreement with Euromarket Designs, for retention of the Crate and Barrel corporate headquarters in the Village via rebate of a portion of the Village’s share of property taxes paid annually over ten years.
• Approved the voluntary annexation of 3669 Maple Avenue to connect to Village utilities.
• Approved a Limited Groundwater Use Ordinance at the south side of Stanley Street and 300-feet east of Shermer Road , commonly known as 1919 Stanley Street and adjacent properties as part of the property owner’s work with the Illinois Environmental Protection Agency seeking State approval that contamination on the property meets all required cleanup standards also known as a No Further Remediation (NFR) Letter.
• Discussed starting the next Regular Village Board meeting early at 6 p.m. on February 10, 2026 to review the current rules for signs/displays at the Shermer-Walters Public Forum; discuss alternative rules/uses of that Village property and whether a temporary moratorium on the placement of signs/displays should be considered while public comment is requested and hear public comments on the matter.

January 13, 2026, 7:30 p.m. Meeting

Highlights of action taken include:

• Provided notice of an application for rezoning by School District 27 for Wood Oaks Jr. High School for property at 1250-1390 Sanders Road and a Public Hearing before the Plan Commission will be scheduled as early as February 2026.
• Provided notice that an application for a special permit has been filed for a portion of 875 Sanders Road and a Public Hearing before the Plan Commission will be scheduled as early as February 2026 for an indoor golf training facility.
• Approved the ceremonial appointment of Judy Hughes as Member Emeritus on the Ad Hoc 125th Anniversary Celebration Commission.  She was recently appointed to the Commission on December 9, 2025 as Northbrook Historical Society President prior to her passing.
• Approved an amendment to Chapter 27 of the Northbrook Municipal Code increasing the threshold that a water utility balance can be waived on a case-by-case basis.  
• Approved an ordinance requiring the relocation of existing ComEd electrical lines at 820 Dundee Road associated with the construction of a new Fire Station 11.
• Approved the transfer of a previously approved development agreement to Pulte Home Company for The Reserve at the Brook at 3700 Dundee Road.  
• Held a public hearing and approved an electronic message sign at 3323 Walters Avenue, commonly referred to as the Leisure Center.
• Held a Preliminary Review of a request for recommendation to Cook County on a 6B property tax incentive at 2525 Shermer Road. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application.
• Approved a Limited Groundwater Use Ordinance at the southeast corner of Meadow Road and Cherry Lane/Church Street, commonly known as 1901 Cherry Lane requested by the property owner as part of their work with the Illinois Environmental Protection Agency seeking State approval that contamination on the property meets all required cleanup standards also known as a No Further Remediation (NFR) Letter.

December 9, 2025, 7:30 p.m. Meeting

Highlights of action taken include:

• Approved the appointment of members to the Ad Hoc 125^th Anniversary Celebration Commission.
• The Village Board formally adopted a Village Proclamation previously read on November 11, 2025 expressing deep concern regarding reports of immigration enforcement activity in our region, including in and around Northbrook, both in incorporated and unincorporated areas and affirming the Village Board’s support for the community,  support and defense of the Constitution of the United States and the Constitution of the State of Illinois noting the rights and liberties guaranteed to every person under our nation’s founding document and the Constitution’s promises of freedom of speech, freedom of assembly, due process of law, equal protection, and the right to live without unreasonable searches or seizures as these are not privileges reserved for a few; they are fundamental rights that extend to all people within our borders.
• Approved an agreement for third party ambulance billing services.
• Approved an updated timeline for construction of Hometown Coffee under the new Zoning Code as well as recent State changes to downtown parking requirements. 
• Approved the rezoning of 85-95 Revere Drive from I-1 Restricted Industrial District to O-2 Limited Office District as designated in the Compreenhive Plan.  
• Approved the establishment of a Retirement Healthcare Funding Plan between the Village and Local 1894 International Association of Firefighters as provided in the Collective Bargaining Agreement.
• Approved the Tax Year 2025 Property Tax Levy to fund municipal operations, debt service, and required pension fund contributions into the Police Pension Fund, Firefighters’ pension plans and the Illinois Municipal Retirement Fund.  
• Repealed Chapter 15 Article XIX of the Municipal Code regarding vehicle license (aka vehicle sticker) eliminating the requirement for residents to purchase vehicle stickers annually. In most cases, the typical household, especially those with multiple vehicles, will see a reduction in their taxpayer burden.
• Held a public hearing and approved amendments to an existing special permit to related to notification procedures regarding a change in operators at 1000 Sunset Ridge Road, a senior living community.
• Held a public hearing and approved amendments to the municipal code regarding commissions in order to comply with the newly adopted zoning code which simplifies and streamlines many application and development processes.
• Approved the installation of solar panels on the Public Works Center roof providing an opportunity to offset energy consumption at the facility by generating renewable energy.
• Approved the construction of a new Fire Station 11 at 820 Dundee Road to replace the existing 1971 Fire Station 11.
• Approved an agreement with Prairie State Cycling Series, LLC to host the Northbrook Grand Prix in July 2026.
• Approved Northbrook Civic Foundation’s request, to use the West Metra Commuter lot for the 2026 Northbrook Days Festival.

Fire Lieutenants Brandon and Brian Collazo were presented the MABAS-IL Humanitarian Award at the beginning of the meeting.

November 11, 2025, 7:30 p.m. Meeting

The meeting was opened with a statement by President Ciesla on behalf of the Village Board on immigration enforcement.

Highlights of action taken include:

• Provided notice of a request to waive a preliminary review for amending the duties of the Architectural Control Commission and the Zoning Board of Appeals in the Zoning Code. The application submitted by the Village of Northbrook will proceed directly to review by Village staff, followed by a public hearing before the Board of Trustees as early as December 2025.
• Approved the annual Village of Northbrook Board of Trustees and Commission meetings calendar for the 2026 calendar year.
• Approved a $73,827 contribution to the Northbrook Chamber of Commerce and Industry. This annual contribution is consistent with the Village’s historical practice of funding the Chamber with approximately ten percent of hotel tax revenues received by the Village in support of the local business community.
• Approved a $30,000 contribution to Hunger Resource Network (HRN). The contribution is from the donated proceeds made by residents who purchased a specially designed HRN vehicle stickers earlier this year.
• Approved purchase of rock salt used by Public Works to treat streets during the winter months.
• Approved an agreement with Edens Tower LLC for the redevelopment of 1804-1818 Skokie Boulevard for use as a motor vehicle dealership and automotive repair shop for Rivian and a sales tax sharing economic incentive for project.
• Approved an amendment to the Northbrook Municipal Code to remove language that is inconsistent with the Village's practice of prohibiting anyone from using Village property, facilities, or parking lots for purposes other than their intended use, as well as prohibiting anyone from impeding the ability of the Village to conduct its daily operations on its property, except in limited cases with prior approval such as a Special Event Permit.  
• Approved an extension of time for the redevelopment The Reserve at 3700 Dundee Road to begin.
• Held a Preliminary Review of a request by the Northbrook Park District for a special permit for an electronic message board at 3323 Walters Avenue, commonly referred to as the Leisure Center. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application.
• Approved a rezoning, Special Permit, and Development Concept Plan for a 53-unit Residential Planned Development by Lexington Homes located at 1825 Shermer Road.
• Approved construction costs with Leopardo Construction for the adaptive reuse of 3504 Commercial Avenue for a new Fleet Maintenance Garage to replace the current facility that was built in 1956 near Village Hall.

• Approved contractual services for review and inspection services for food establishments. 
• Reviewed the process for public review and future Village Board consideration of the 2024 International Code Council (ICC) and 2023 National Fire Protection Association (NFPA) codes later this year.

• The Oath of Office was taken by newly promoted Fire Captain Brad Putney, Fire Lieutenant Ted Peters, and new Firefighter/Paramedic Jacob Fiolka.
• Adopted a Proclamation recognizing June 19 as Juneteenth.
• Authorized the replacement of cardiac monitor defibrillators for the Fire Department as current monitors reach the end of use. 
• Approved Paramedic Licensure Education through Endeavor Health Highland Park Hospital EMS System for paramedic education for recruit firefighters.
• Authorized a contract for Maintenance of Traffic Signal System Components associated with the Village’s 14 signalized intersections and 57 Electronic Vehicle Pre-emption (EVP).
• Approved the use of Motor Fuel Tax funds for the Asphalt Street Rehabilitation Program and authorized a contract with Schroeder Asphalt Service, Inc. for the current fiscal year Asphalt Street Rehabilitation Program which includes pavement milling and resurfacing of public asphalt streets and select patching of defective areas of pavement on various streets.
• Authorized Strategic Planning Services with BerryDunn to conduct a Strategic Plan via a planning process to identify key community priorities and direct future budgeting initiatives.
• Authorized Communication Services with a5 to coordinate across public platforms to elevates day-to-day communications.
• Approved Amendments to the 2020 Village of Northbrook Affordable Housing Plan as part of a required review by the Illinois Housing Development Authority. 
• Approved Village Manager authority to grant outdoor dining permit of public right-of-way (i.e. sidewalks) in Northbrook downtown areas that are within the Village Green Overlay zoning district. 
• Preliminary Review was presented for a zoning request by owners of 1901 Raymond Drive to rezone the existing property/building from primarily industrial to the ICS Industrial and Commercial Services District to allow for a more diverse range of tenant uses.  The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application. The matter was referred to the Plan Commission for public review should the owner decide to proceed and submit a full application.
• Preliminary Review was presented for rezoning property owned by the Village of Northbrook to Institutional Building District for both a new Fire Station 11 at 820 Dundee Road and a new Fleet Maintenance Garage at 3504 Commercial Avenue and various zoning relief. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application. • Approved the purchase of approximately 280 LED streetlighting fixtures which will be of the same style and type as those currently used throughout the Village and reduce electrical use as called for in the Village's Climate Action Plan.    
• Approved Annual Membership in the Northeastern Illinois Regional Crime Lab which is a regional consortium of law enforcement agencies that provides forensic services and resources.
• Authorized the replacement of three front-line response Police Department vehicles of Police Department Replacement  and the related disposal of surplus vehicles. 
• Approved a successor Three-Year Collective Bargaining Agreement with Local 1894 International Association of Firefighters.    
• Amended the Northbrook Municipal Code to streamline regulations and licensing procedures for Outdoor Dining at restaurants.
• Approved a Special Permit Little Mountain Gymnastics LLC which is a children's gymnastics facility to be located in the Dunbrook Shopping Center at 2724-2726 Dundee Road.
• Approved revisions to the Residential Planned Development generally knowns as Gateway Townhomes - 1171-1189 Shermer for Lexington Homes LLC as recommended by the Plan Commission.     
• Preliminary Review was presented for development a Rivian electric vehicle sales and service facility at 1804-1818 Skokie Boulevard.  The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application.
