Project Description
This corridor is identified in the Village’s 2018 Master Bicycle & Pedestrian Plan (MBPP) as a location where installation of a sidepath is recommended. The MBPP can be found at this link. The MBPP identifies the Shermer Road Corridor Improvements as a high priority project. Walters Road from Sanders to Shermer is also identified as a priority corridor in the North West Municipal Conference (NWMC) transportation plan as a regional route. The NWMC transportation plan can be found at this link.
In 2022, the Village of Northbrook was awarded $3,504,200 in Surface Transportation Program (STP) grant funding for installation of a sidepath and roadway resurfacing of Shermer Road through the Chicago Metropolitan Agency for Planning. Additionally, the Village of Northbrook was awarded $250,000 in Invest in Cook grant funding by Cook County.
Minor construction activities are anticipated to begin in Fall 2024 with the majority of construction to occur in the Spring and Summer of 2025. The planned improvements include the concrete panel patching, asphalt resurfacing and base repair, bicycle and pedestrian improvements, and median improvements between Willow Road and Walters Avenue.
Enabling Resolution
On Tuesday, August 23, 2022, the Village Board approved Resolution 2022-83, which authorized the execution of an Intergovernmental Agreement with Cook County for the Award of a Grant for the Shermer Road Side Path Project.
On Tuesday, May 23, 2023, the Village Board approved Resolution 2023-108, which awarded the detailed design engineering services contract to A. Epstein and Sons International, Inc.
On Tuesday, August 13, 2024, the Village Board approved Resolution 2024-119, which awarded the construction oversight services for the Shermer Road Corridor Improvements Project to Atlas Engineering Group, Ltd.
On Tuesday, August 13, 2024, the Village Board approved Resolution 2024-121, which authorized the execution of an Intergovernmental Agreement with IDOT for the Award of a Grant for the Shermer Road Corridor Improvements Project.
On Tuesday, September 10, 2024, the Village Board approved Resolution 2024-133, which authorized the execution of an Intergovernmental Agreement with Cook County for the Award of a Grant for the Shermer Road Corridor Improvements Project.

Friday, December 19
During the week of December 15, the contractor continued its work on Shermer Road between Willow Road and Walters Avenue, which included installation of short-term pavement markings.
No further work is anticipated during the winter season. Updates will continue once work begins in the spring.
Friday, December 12
During the week of December 8, the contractor continued its work on Shermer Road between Willow Road and Walters Avenue, which included mast arm installation for lighting and signals near the intersection of Sherman Drive.
Next week the contractor intends to continue work on mast arm installation for lighting and signals near the intersection of Sherman Drive. Additionally, the contractor intends to install short term pavement markings on Shermer Road.
Wednesday, December 5
During the week of November 24, the contractor continued its work on Shermer Road between Willow Road and Walters Avenue, which included the removal and replacement of concrete panels in the center lane of Shermer Road from Techny Road to Walters Avenue. Additionally, the contractor continued mast arm installation for lighting and signals near the intersection of Sherman Drive. Finally, the contractor continued the removal of the existing pavement and curb for the Metra Lot driveway aprons and began pouring concrete driveway aprons. This work will require closing two entrances and one exit until Friday, November 28th. In observance of the holiday, no work will occur on Thursday, November 27th or Friday, November 28th.
Next week the contractor intends to continue work on mast arm installation for lighting and signals near the intersection of Sherman Drive. Additionally, the contractor intends to continue grading and asphalt paving work on the shared-use path. Finally, the contractor intends to begin joint sealing work for the new concrete patches.
Wednesday, November 26
During the week of November 24, the contractor continued its work on Shermer Road between Willow Road and Walters Avenue, which included the removal and replacement of concrete panels in the center lane of Shermer Road from Techny Road to Walters Avenue. Additionally, the contractor continued mast arm installation for lighting and signals near the intersection of Sherman Drive. Finally, the contractor continued the removal of the existing pavement and curb for the Metra Lot driveway aprons and began pouring concrete driveway aprons. During the week of November 17, the contractor continued its work on Shermer Road between Willow Road and Walters Avenue, which included the removal and replacement of concrete panels in the center lane of Shermer Road from Techny Road to Walters Avenue. Additionally, the contractor began restoration of the parkway. Finally, the contractor continued mast arm installation for lighting and signals near the intersection of Sherman Drive. On Friday, November 21, the contractor began work on the driveway aprons for the Metra Lot. This required closing two entrances. Work included removing the existing pavement and curb. These entrances will remain closed until Friday November 28.
Next week the contractor intends to continue work on mast arm installation for lighting and signals near the intersection of Sherman Drive. Additionally, the contractor intends to continue restoration of the parkway. On Monday, November 24, the contractor intends to continue the removal of the existing pavement and curb for the Metra Lot driveway aprons and begin pouring concrete driveway aprons. This will require the additional closure of one exit until Friday, November 28. In observance of the holiday, no work will occur on Thursday, November 27th or Friday, November 28th.
November 14, 2025
During the week of November 10, the contractor continued its work on Shermer Road between Willow Road and Walters Avenue, which included the removal and replacement of concrete panels in the center lane of Shermer Road from Techny Road to Walters Avenue. Additionally, the contractor continued the excavation and grading of the parkway on the east side of Shermer Road from Techny Road to Walters Avenue. Finally, the contractor began mast arm installation for lighting and signals near the intersection of Sherman Drive.

November 7, 2025
During the week of November 3, the contractor continued its work on Shermer Road between Willow Road and Walters Avenue, which included the removal and replacement of both concrete panels and concrete curb and gutter on southbound Shermer Road from Techny Road to Walters Avenue. Additionally, the contractor continued the excavation and grading of the parkway on the east side of Shermer Road from Techny Road to Walters Avenue. Finally, the contractor began work on pavement markings on Shermer Road north of Techny Road.
Next week the contractor intends to continue work on the shared-use path on the east side of Shermer Road from Techny Road to Walters Avenue. Additionally, the contractor intends to begin mast arm installation for lighting and signals near the intersection of Sherman Drive.
October 31, 2025
During the week of October 27, the contractor continued its work on Shermer Road between Willow Road and Walters Avenue. The contractor began curb and gutter repairs on the west side of the roadway, removal and replacement of concrete panels from Techny Road to Walters Avenue. Finally, the contractor paved the final lift of asphalt from Willow Road to Techny Road.
Next week the contractor intends to continue concrete patching on Shermer Road between Walters Avenue and Techny Road. Additionally, the contractor intends to perform final pavement markings from Willow Road to Techny Road. Finally, the contractor intends to begin mast arm installation for lighting and signals near the intersection of Sherman Drive.
October 24, 2025
During the week of October 20, the contractor continued its work on Shermer Road between Willow Road and Walters Avenue, which included paving the shared-use path on the east side of Shermer Road from Willow Road to Techny Road. Additionally, the contractor continued the excavation and grading of the parkway on the east side of Shermer Road from Techny Road to Walters Avenue. Finally, the contractor began saw cutting to prepare for the removal and replacement of both concrete panels and concrete curb and gutter on southbound Shermer Road from Techny Road to Walters Avenue.
Next week the contractor intends to continue asphalt paving on Shermer Road between Willow Road and Techny Road. Additionally, the contractor intends to continue the removal and replacement of both concrete panels and concrete curb and gutter on southbound Shermer Road from Techny Road to Walters Avenue.
October 17, 2025
During the week of October 13, the contractor continued its work on Shermer Road between Willow Road and Walters Avenue, which included structure adjustments and detector loop installation south of Techny Road. Additionally, the contractor continued the installation of the light pole foundations and underground conduit along northbound Shermer Road. Finally, the contractor continued the excavation and grading of the parkway on the east side of Shermer Road.
Next week the contractor intends to continue asphalt paving on Shermer Road between Willow Road and Techny Road. October 10, 2025
During the week of October 6, the contractor continued its work on Shermer Road between Willow Road and Walters Avenue, which included asphalt paving on Shermer Road between Willow Road and Techny Road. Additionally, the contractor continued the excavation and grading of the parkway on the east side of Shermer Road.
Next week, the contractor will continue asphalt paving along Shermer Road between Willow Road and Techny Road. Crews will also continue installation of light pole foundations and underground conduit along northbound Shermer Road and continue excavation and grading of the parkway on the east side of the roadway. On Monday, October 13, a planned water main shutdown will take place at the intersection of Shermer Road and Oak Avenue to allow for hydrant relocations. Notices were distributed on October 8 to the 23 affected businesses and residents.
Looking ahead, asphalt paving is expected to be completed the week of October 20, followed by shared-use path paving on the east side of Shermer Road from 10/20/2025 to 10/31/2025. Lastly, the contractor will continue to work on concrete panel replacement in the other lanes of Shermer Road from 10/27/2025 to 11/28/2025. Substantial project completion is anticipated for December 2025.
October 3, 2025
During the week of September 29, the contractor continued its work on Shermer Road between Willow Road and Walters Avenue, which included the removal of the asphalt surface and beginning asphalt patching between Willow Road and Techny Road. The contractor also continued installation of the light pole foundations and underground conduit along northbound Shermer Road.
Next week the contractor intends to continue asphalt patching on Shermer Road between Willow Road and Techny Road. Additionally, the contractor intends to continue the installation of the light pole foundations and underground conduit along northbound Shermer Road. Finally, the contractor intends to continue the excavation and grading of the parkway on the east side of Shermer Road. On Tuesday, October 7, the contractor intends to begin asphalt surface paving between Willow Road and Techny Road.
In conjunction with the Shermer Road Corridor Improvements project, the contractor will begin making improvements to the southwest portion of the West Commuter Parking Lot. These improvements will include the permanent removal of approximately 40 spaces, and are expected to commence on Monday, October 13 and continue through mid-to-late November. The improvements and spaces impacted during construction are indicated on the image below. These improvements to the West Commuter Parking Lot will allow for better traffic flow and site beautification. Commuters are encouraged to allow for extra time when using the commuter lots in order to locate parking.
September 26, 2025
During the week of September 22, the contractor continued its work on Shermer Road between Willow Road and Walters Avenue, which included the removal and replacement of driveways, concrete panels and curb & gutter on northbound Shermer Road. Additionally, the contractor continued installation of the light pole foundations and underground conduit along northbound Shermer Road. Finally, the contractor continued the excavation and grading of the parkway on the east side of Shermer Road.
Next week the contractor intends to begin asphalt surface removal on Shermer Road between Willow Road and Techny Road. Later in the week, the contractor intends to begin asphalt patching on Shermer Road. Additionally, the contractor intends to continue the installation of the light pole foundations and underground conduit along northbound Shermer Road.

Additionally, the contractor intends to continue storm sewer structure adjustments. Finally, beginning Wednesday, September 17 at 9 AM, the contractor intends to perform a watermain shutdown near the intersection of Oak Avenue and Shermer Road. The shutdown will allow the contractor to relocate hydrants. Residents and businesses began receiving notices on Wednesday, September 10 to allow a minimum 72-hour notice before water main shutdowns. The watermain shutdown is anticipated to require 6-8 hours to complete, and water service will be restored following relocation of the hydrants.

During the week of September 1, the contractor continued its work on Shermer Road between Willow Road and Walters Avenue, which included the excavation and grading of the parkway on the east side of Shermer Road. This work was performed to accommodate the shared-use path. Additionally, the contractor continued the removal and replacement of driveways, concrete panels and curb & gutter on northbound Shermer Road.

August 29, 2025
During the week of August 25, the contractor continued work on Shermer Road between Willow Road and Walters Avenue, which included the excavation and grading of the parkway on the east side of Shermer Road. This work was performed to accommodate the shared-use path. Additionally, the contractor continued the removal and replacement of both concrete panels and concrete curb and gutter on northbound Shermer Road. Finally, the contractor relocated hydrants following a water main shutdown on Friday, August 29.
Next week the contractor intends to begin placing an aggregate base for the shared-use path on the east side of Shermer Road. Additionally, they plan to continue to remove and replace concrete panels and concrete curb and gutter on northbound Shermer Road. Finally, the contractor intends to continue work on storm sewer structure adjustments.
In observance of the Labor Day holiday, no work will occur on Monday, September 1.
August 22, 2025
During the week of August 18, the contractor continued work on Shermer Road between Willow Road and Walters Avenue which included the excavation and grading of the parkway on the east side of Shermer Road. This work was performed to accommodate the shared-use path. Additionally, the contractor continued work on removal and replacement of curb and gutter on northbound Shermer Road. Finally, the contractor continued working on storm sewer structure adjustments.
Next week, the contractor intends to continue excavation and grading work for the shared-use path on the east side of Shermer Road. Additionally, the contractor intends to begin work on concrete panel removal and replacement north of Techny Road. Finally, beginning Friday, August 29 at 9 AM, the contractor intends to perform a water main shutdown near the intersection of Stanley Street and Shermer Road. The shutdown will allow the contractor to relocate hydrants. The affected residents and businesses will begin receiving notices on Friday, August 22 to allow at minimum a 72-hour notice before water main shutdowns. The watermain shutdown is anticipated to require 6-8 hours to complete and water service will be restored following relocation of the hydrants.
August 15, 2025
During the week of August 11, the contractor continued work on Shermer Road between Willow Road and Walters Avenue which included the removal and replacement of curb and gutter on northbound Shermer Road. Additionally, work included the excavation and grading of the parkway on the east side of Shermer Road. This work was performed to accommodate the proposed shared-use path. Finally, the contractor continued working on storm sewer structure adjustments.

During the week of August 4, the contractor continued work on Shermer Road between Willow Road and Walters Avenue which included the removal of curb and gutter and pavement on northbound Shermer Road. This work was performed to accommodate storm sewer structure and pipe installation. Work also included the installation of curb and gutter on northbound Shermer Road. Additionally, work included the removal of sidewalk on the east side of Shermer Road. Finally, the contractor worked on hydrants relocations during a water main shutdown.
Next week the contractor will continue working along the same segment of roadway preparing for the installation of storm sewer structures and pipes. Work is expected to also include installation of new curb and gutter on the east side of Shermer Road. Additionally, work is expected to include excavation for the proposed shared-use path on the east side of Shermer Road.
August 1, 2025
During the week of July 28, the contractor continued work on Shermer Road between Willow Road and Walters Avenue which included the removal of curb and gutter and pavement on northbound Shermer Road. This work was performed to accommodate storm sewer structure and pipe installation. Work also included the installation of foundations and underground conduit at the intersection of Shermer Road and Techny Road as well as the intersection of Shermer Road and Willow Road for street lighting and traffic signals. Additionally, work included the removal of sidewalk on the east side of Shermer Road. Work also included the installation of the remaining traffic control devices on the east side of Shermer Road from Techny Road to Walters Avenue. Finally, the contractor worked on hydrant relocations during a water main shutdown.
Next week the contractor will continue working along the same segment of roadway preparing for the installation of storm sewer structures and pipes. Additionally, beginning Tuesday August 5 at 9 AM, the contractor intends to perform a water main shutdown near the intersection of Brentwood Road and Shermer Road. The shutdown will allow the contractor to relocate hydrants. The 200 plus residents and businesses will begin receiving notices on Thursday, July 31 to allow at minimum a 72-hour notice before water main shutdowns. The watermain shutdown is anticipated to require 6-8 hours to complete and water service restored. Finally, the contractor intends to continue removal of sidewalk on the east side of Shermer Road.
July 25, 2025
During the week of July 21, the contractor continued work on Shermer Road between Willow Road and Walters Avenue. Work included the removal of curb and gutter, and pavement on northbound Shermer Road. This work was performed to accommodate storm sewer structure and pipe installation. Additionally, work included installation of underground conduit at the intersection of Shermer Road and Techny Road, as well as the intersection of Shermer Road and Willow Road for street lighting and traffic signals. Finally, work included the removal of sidewalk on the east side of Shermer Road.

Work also included the installation of underground conduit at the intersection of Shermer Road and Sherman Drive for street lighting and traffic signals. Finally, work included the removal of sidewalk on the east side of Shermer Road.

This work was performed to accommodate storm sewer structure and pipe installation. Work also included the installation of underground conduit at the intersection of Shermer Road and Sherman Drive for street lighting and traffic signals.

July 3, 2025
During the week of June 30, the contractor continued work on Shermer Road between Willow Road and Walters Avenue. Work included the removal of curb and gutter and pavement on northbound Shermer Road for storm sewer work and the installation of underground conduit at the Shermer Road and Sherman Drive Intersection for street lighting and traffic signals. No work will occur on Friday, July 4th.
Next week, the contractor intends to continue work on Shermer Road between Willow Road and Walters Avenue. Work is expected to include the removal of curb and gutter and pavement on northbound Shermer Road to facilitate the installation of storm sewer structures and pipes. Additionally, the contractor intends to continue the installation of underground conduit and begin the installation of foundations at the Shermer Road and Sherman Drive Intersection for street lighting and traffic signals.
June 27, 2025
During the past week, the contractor poured curb and gutter on southbound Shermer Rd. The contractor began saw cutting curb and gutter and pavement on northbound Shermer Road for storm sewer work, and began installing underground conduit at the Shermer Road/Sherman Drive intersection.
Next week, the contractor will pour sidewalk on southbound Shermer Road, remove curb and gutter and pavement on northbound Shermer Road for storm sewer work, and continue installing underground conduit at Shermer Road/Sherman Drive intersection for street lighting and traffic signals.
June 23, 2025
Last week, the contractor setup traffic control on the east side and west side of Shermer Road from Willow Rd to Brentwood Rd, and removed C&G and sidewalk on the west side of Shermer Rd.
This week, the contractor will pour C&G and sidewalk on the west side of Shermer Rd, sawcut/remove C&G and pavement on the east side for storm sewer work, and install underground conduit at Shermer Rd/Sherman Dr intersection.
June 13, 2025
During the week of June 9, the contractor continued work on Shermer Road between Willow Road and Walters Avenue. Work included topsoil placement in the medians and asphalt pavement patching of the inner lanes.
Next week, the contractor intends to reopen the inner lanes on Shermer Road to allow for the shutdown of the outer lanes. For northbound travel along Shermer Road from Willow Road to Plymouth Lane, the outer lane will be shut down and traffic will be shifted to the inner lane. Along Shermer Road from Plymouth Lane to Walters Avenue, the northbound lane will be shut down and northbound traffic will be shifted to the center turn lane. For southbound travel along Shermer Road from Plymouth Lane to Willow Road, the outer lane will be shut down and traffic will be shifted to the inner lane. The contractor intends to begin the removal of asphalt pavement as well as concrete curb and gutter in the shutdown lanes.
June 6, 2025
During the week of June 2, the contractor continued work on Shermer Road between Willow Road and Walters Avenue. Work included asphalt pavement patching and prep work for topsoil placement in the medians.
Next week work will continue with asphalt pavement patching, and topsoil placement in the new median areas. Once patching is complete, the contractor intends to reopen the middle lanes to allow for the shutdown of the outer lanes. For northbound traffic, the outer lane will be shut down from Willow Road to Walters Avenue. For southbound traffic, the outer lane will be shut down from Willow Road to Plymouth Lane. The contractor intends to begin asphalt pavement and concrete curb and gutter removal in the shutdown lanes.

This week the contractor poured the median curb and gutter and began preparatory work for pavement patching.
Next week, the contractor will continue preparatory work for pavement patching, place topsoil for medians, and complete pavement patching. Near the end of the week, the contractor anticipates switching closures to the west side of Shermer.

This week the contractor completed saw cutting for the medians, completed median removals, and starting framing median curb & gutter.
During the next week, the contractor will complete framing and pour curb & gutter in the medians, complete preparatory work for pavement patching, and begin placing topsoil in medians.

During the week of May 12, the contractor began work on Shermer Road between Willow Road and Walters Avenue. Work included setting up traffic control and construction layout, as well as saw cutting and removing the concrete medians.
Next week, the contractor intends to continue work on Shermer Road. Work is expected to include saw cutting and removing the concrete medians.

April 30, 2024 - Open House
The Village hosted an open house to present preliminary plans for the project, discuss planned improvements as well as anticipated construction impacts. April 3, 2023 – Preliminary Design Approval
The Village received preliminary design approval from the Illinois Department of Transportation (IDOT). Preliminary design approval signifies the end of the preliminary design process (Phase I) and allows the Village to proceed with detailed design engineering (Phase II).
May 24, 2023 – Detailed Design Begins
The Village has begun detailed design engineering. Once sufficient progress has been made in design, a third open house will be hosted to present the pre-final design to the public.
